FM 1-2 By Laws and Government Of the 1st Paintball Light Infantry The following Articles of Incorporation, Bylaws, and General Orders are established to govern the 1st Paintball Light Infantry. All members are responsible for knowing these items. Distribution of this document is unlimited. Requests for copies or information should be forwarded to Headquarters, 1st Paintball Light Infantry. January 2000 1st Paintball Light Infantry Articles of Incorporation Articles of Incorporation of the undersigned, all of whom are citizens of the United States, desiring to form a Non-Profit Corporation under the Non-Profit Law of South Carolina, do hereby certify: First: The name of the Corporation shall be The First Paintball Light Infantry, here in after referred to as PLI or 1st PLI. Second: The place in this state where the principle office of the corporation is to be located is the city of Hanahan, South Carolina, Berkeley County. Third: Said corporation is organized exclusively for educational purposes, including, for such purposes, the making of distributions to organizations that qualify under section 501c (3) of the Internal Revenue Code, or the corresponding section of any future federal tax code. Fourth: The names and addresses of the persons who are the initial trustees of the corporation are as follows: Fifth: No part of the net earnings of the corporation shall inure to the benefit of, or be distributable to its members, trustees, officers, or other private persons, except that the corporation shall be authorized and empowered to pay reasonable compensation for services rendered and to make distributions in furtherance of the purposes set forth in Article Third hereof. No substantial part of the activities of the corporation shall be the carrying on of propaganda, or otherwise attempting to influence legislation, and the corporation shall not participate in, or intervene in (including the publishing or distribution of statements) any political campaign on behalf of or in opposition to any candidate for the public office. Notwithstanding any other provision of these articles, the corporation shall not carry on any other activities not permitted to be carried on (a) by a corporation exempt from federal income tax under section 501c (3) of the Internal Revenue Code, or the corresponding section of any future federal tax code or (b) by a corporation, contributions which are deductible under section 1 70 c (2) of the Internal Revenue Code, or the corresponding section of any future federal tax code. Sixth: Upon dissolution of the corporation, assets shall be distributed for one or more exempt purposes within the meaning of section 501 c (3) of the Internal Revenue Code, or the corresponding section of any future federal tax code, or shall be distributed to the Federal Government, or to a state or local government for a public purpose. Any such assets not disposed of shall be disposed of by a Court of Competent Jurisdiction of the county in which the principle office of the corporation is then located, exclusively for such purposes or to such organization or organizations, as said court shall determine, which are organized and operated exclusively for such purposes. The 5th of January, 2000. _________________________________ _______________________________ By-Laws of the Paintball Light Infantry Effective 07/06/2000 Article I. Name The following by-laws shall govern the operations of this organization, the 1st Paintball Light Infantry also known as the "PLI" or 1st PLI or PLIB which shall hereinafter be referred to as the "unit". Article II. Purpose Section 1. Non-Profit Corporation. The unit is a non-profit corporation, organized and operated for the purposes of educating paintball players and the general public concerning the safe participation in paintball games. This goal shall be accomplished through the organization of player to participate in paintball-related activities, ceremonies, encampments, and events with a common system of tactics, communications, and procedures. Section 2. Organization. The unit will endeavor to organize small teams into larger organized units to play together in paintball scenario and big games. Member teams will be organized into detachments which will come together to form the unit. Article III. Membership Section 1. Volunteer membership. Volunteer membership is defined and limited to the following types: (1) Full Members. All full members will voluntarily join either individually or as a team. They must be at least 18 years of age. Members will serve as paintball light infantrymen for period of up to a week at a time. They must be physically and mentally fit and are required to conform to the By-Laws, General, and Special orders. Effective full members, as defined in the current General Orders, entitles full participation in all unit sponsored activities. Full members joining as individuals will not be permitted to hold field rank or have a representative on the BCC. Full members who are part of a team are entitled to hold field rank, and be a member of the Brigade Captain's Council (if otherwise qualified) and other benefits as outlined in the General Orders. Members of this council are generally supposed to be the Captain of their team, appointment to the BCC does not confer a PLI rank of Captain on the representative. Individual members who join then form a team will have their membership upgraded from Full (individual) to Full (team) Member and will enter the command matrix at the next entry level. The new team does not have to pay the registration fee as the individual member has already paid it. (2) Student Members. All student members will voluntarily join either individually or as a team. They must be at least 12 years of age but less than 18 and meet the same physical and mental requirements as full members. They may hold field leadership positions, but are restricted from holding office. Individual Student members have the same restrictions as individual Full members. Teams of student members will be allowed to vote in unit business per the General Orders. (3) Guest Members. All guest members must be approved by unit staff in advance of any event. They must meet the same physical and mental requirements as the full or student members dependant on their age. They may not hold firled leadership positions except by exceptional circumstances, cannot hold elected office, and have no vote in unit business. Section 2. Application and Acceptance. Application for membership in the unit shall be formally made to the Executive Coordinator by individuals or teams in accordance with the General Orders. Criteria for membership acceptance shall include such items as complete and correct submission of current forms and payment of the application fee. Section 3. Effectiveness Standards. All full and student members must be Effective as outlined in the General Orders to be accepted into any membership category or to be maintained in their current membership and to serve on the Brigade Captains Council. These standards shall include such things as uniformity, attendance, standards of conduct, safety regulations, and unit tactics and communications. Article IV. Organizational Leadership Section 1. The Brigade Captain's Council. Each team of at least five members, which officially joins the PLI, shall receive a seat on the Brigade Captain's Council. The member may be selected by any method from the team to whom the seat is allocated, but must be classified as "effective" by the General Orders. These members will represent their teams for PLI meetings and shall exercise their team vote on unit issues. Members of the Brigade council may hold any leadership position at unit events and do not give up any of the rights of membership. Members of the Brigade Captain's Council (BCC) must have Internet access in order to fully participate in on-line meetings. Units shall be listed in the BCC based on seniority. The term Brigade Captains Council is used because generally speaking, the team captain is expected to fulfill this position. It does not confer the rank or title of Captain onto the member chosen. Section 2. The Executive Coordinator (EC). The EC will be appointed descendingly based on the BCC seniority list. Terms to run from January 1 to June 30 and from July 1 to December 31. The Executive Coordinator (EC) is responsible for all unit communications and decisions during their term. The EC may appoint staff members from the BCC to assist in unit planning or staff members from his/her unit to assist in PLI matters with majority BCC approval. Event planning is the responsibility of the Event commander and staff. The EC may assist in this planning, but holds the primary responsibility of representing the Brigade. The EC serves as the Chairperson at all Brigade Council meetings and holds no vote and cannot serve as the Event Commander during his term of office. The team from which the EC is appointed must designate another team member to serve as their BCC Representative. This is intended to keep the EC from facing conflict of interest problems when running the unit. In the event an EC cannot fulfill the duties of his/her office, another may be appointed by the team responsible for the EC position to complete the term. In the event that team cannot appoint an effective member to serve or chooses not to appoint a new EC, the next team in seniority will assume the office and will be allowed to serve the remainder of that term and their assigned term. Section 3. EC Staff. In the event the EC deems it necessary to have help in the clerical, supply management, and monetary duties associated with that position, he/she may appoint a Clerk, a Quartermaster, and a Treasurer to serve at the ECs leisure with duties and responsibilities as assigned by the EC. These positions have no actual authority over any PLI member and exist solely to assist the EC in the day to day running of the unit. Persons holding these positions must be effective members and may come from any team, including the ECs, in the PLI. It is only proper to recognize the burden of leadership placed upon the EC and plan for it accordingly. EC Staff members may serve on the BCC as their team representative. Only three staff members may be appointed without prior approval of the BCC. Section 4. Membership Tiers. Members may old leadership position in the unit based on seniority, proven leadership ability, service to the unit, and thorough knowledge of the procedures and protocols of the PLI. Tier levels may be considered for field leadership positions. Tier levels and requirements will be established by General Order. Article V. Field/Event Command Section 1. PLI Event Command. The Event Commander for PLI events shall be determined by rotation of PLI teams with at least five effective members. The initial commanding team will be chosen annually by lottery conducted by the outgoing EC within seven days of July 1. Further commanding teams will be selected by ascending order of BCC seniority. New teams must be in the BCC rotation for a period of one year by June 31 of the year of the lottery to be allowed event command. Event command lotteries will be held every year to determine the first unit to command. All eligible units must command an event before any team is allowed to command a second event. Teams will chose who will serve as Event Commander. The Executive Coordinator is not eligible to command an event during his term. In the event there are more units than events in any one year period, a majority vote of the BCC can extend the lottery for up to twelve months to allow all teams that were in the lottery the chance to command. In the event the lottery is extended, teams that have joined since the lottery will not be added to the event command list until the new lottery is executed. A lottery must be held every two years. Section 2. Other Events Field Command. Command rank will be limited by that which is appropriate for the number of men fielded and the event attended. If the PLI is to portray a Military Brigade, we will use the appropriate military ranks. If the PLI is falling in under another commander, or at an event where we are to represent a specific entity, we will use whatever ranking structure they designate or is appropriate to the event. If the PLI is to portray a mob, we will be a mob, if we are to be orcs, we will be orcs. The PLI will not force military command structure titles on events where it is not appropriate. We are not locked into any set military rank system. PLI tactics and procedures work equally well no matter the title given to our leaders. This is to help the PLI maintain the proper image in the field, and allow maximum flexibility. Article VI. Meetings Section 1. Types of Meetings. A. General Meetings. The unit shall conduct an online General meeting open to all members and guests monthly in accordance with the General and Special Orders. B. Event Meeting. The unit shall conduct online event meetings that may be monitored by all members. BCC representatives should serve as the individual member's voice in these meeting to facilitate ease of communication. C. BCC Meetings. The BCC will conduct monthly online or face to face meetings in accordance with the General and Special orders. These meetings are only open to BCC members or approved effective members. In the event a vote is to be held, BCC members will be given a seven-day advance notice to solicit opinions from their team members concerning the vote issue(s). D. Disciplinary Meetings. In the event a disciplinary action is undertaken against a member of the unit, the BCC will hold an online or face to face meeting. The Accused and the Accused's BCC representative shall present a defense. The EC shall serve as a neutral and detached judge. The member bringing the charge and their BCC representative shall act as the prosecution. Remaining BCC members shall serve as jury. Witness members may be called. General courtroom demeanor shall be maintained at all times. Charges and decisions shall be drafted in accordance with the General and Special Orders. Disciplinary meeting must take place within 28 days of the initial incident requiring disciplinary action. In the event the accused wishes to plead guilty, he or she may request an ECs mast. In the event this is done, the EC shall sit in judgement and pronounce punishment. In the event a Mast is chosen, there is no appeal. E. Special Meetings. Nothing in these By-Laws shall prevent the general membership, BCC, or EC from calling a special meeting. In the event an emergency vote is needed within the seven-day announcement period, a special meeting will be called. All members will be allowed to observe the BCC vote. Section 2. Quorum Requirements. For all meetings at which a vote is to held, a minimum of the EC and 50% of the BCC must be in attendance to constitute a quorum. Section 3. Conduct of Meetings. A. Governing Rules. Robert's Rules of Order as amended by the General Orders should govern conduct of meetings. B. Agenda. Agenda format shall be in accordance with the General Orders. Every effort shall be made to keep meetings brief and to the point. At no time shall any meeting last longer than 90 minutes unless extended by the majority of members present. All members having issues to be raised shall submit a synopsis to their BCC representative who shall advise the EC in advance for inclusion as new business on the agenda. Section 4. Voting A. Voting Teams. Each team with five effective members shall be allotted one vote. Teams with more than five effective members shall be allotted one additional vote for every five effective members over five. (Ex: A team with 17 Effective members has three votes). The right to vote shall be extended to all teams as outlined in these by-laws and General Orders. The EC shall publish a list of voting teams, effective strength of the teams, and number of votes per team with the Brigade Returns. B. Proxy. All voting teams, as defined above, have a right to cast their vote(s) and may elect to have another voting BCC representative cast their vote(s) at an meeting in which they are not able to attend. Such proxies shall be in writing and shall indicate whether their proxy may be counted towards quorum requirements, voting on agenda items only and/or voting on all proper matters brought before the BCC. The EC shall make the final determination as to who the voting teams are in accordance with the By-Laws and General Orders. Article VII. Authority Section 1. General and Special Orders. The unit shall be governed by the General and Special orders as promulgated. A. These General and Special Orders shall be approved or modified as necessary by the EC. A General Order may be canceled by a majority vote of the BCC. B. The EC or his designee shall be responsible for periodically publishing a list of Effective General Orders as General Order Number 1 (10-01-1998). C. General Orders shall include information that is semi-permanent in nature and concerns all members. These shall include such matters as procedures for running meetings, membership application procedures, safety rules, readiness standards, etc. An effective date shall be included with each General Order number which will read Month, Day, Year. In the event the order is revised, this information will appear as well (Ex. General Order 3 (10-11-1998)[rev 11/99]). Copies of the General Orders shall be maintained by the EC or his designee and copies provided to all member teams. D. Special Orders shall be used for specific instructions which are either temporary in nature or concern only select individuals. These shall include such items as: Operational Orders or Instructions for a specific event, special assessments, instructions to specific individuals or BCC members, etc. A specific date and cancellation date (if necessary) shall be included in the special order number (Ex Special Order 15 (10-01-1998) (Expires 10-3-1998)). Copies of Special Orders shall be maintained by the EC or his designee and the addressed individual(s) or unit(s). Section2. Order of Precedence. In the event of conflicting instructions, the following order of precedence shall be followed: A. Articles of Incorporation B. By-Laws C. Special Orders D. General Orders E. Operations Manual F. Brigade Returns G. Other official written directives H. Verbal orders Section 3. Limits of Authority. At no time shall orders, either written or verbal, violate or appear to violate Federal, State, or Local laws or supersede the health and safety standards of unit members, recruits, other players, or the general public. Section 4. Compliance. Compliance with these Articles, all General Orders, and applicable Special Orders is required of all members and recruits. Failure to comply may result in termination of participation in an event or other disciplinary action including loss of membership as outlined in the General Orders. A. Implied Consent. Although membership in the unit is voluntary, the purpose of forming a paintball mega-team requires that members submit to basic rules, responsibilities, control, and discipline. During events, all members are expected to show the appropriate behavior and portray the role to which they are assigned. If you are an elf, be an elf. If you are a General, be a general. Attendance and participation at an event implies consent to PLI protocols and event rules. Violation of either may result in loss of privileges, and/or dismissal from the event. Serious violations or incidents will result in convening a Disciplinary Court Martial by the BCC as outlined in the By-Laws and General Orders. B. Rank Accountability. Acceptance of leadership positions implies responsibility and accountability for the safety and well being of the men under your cognizance and insuring the unit and other players have fun. If a member is willing to carry out your orders, then you must be willing to ensure that his health and well being is secured. Failure to carry out your duties as a leader may result in immediate loss of position, and/or dismissal from the event. Serious violations or incidents may result in convening a Disciplinary Court Martial by the BCC as outlined in the By-Laws and General Orders. Section 5. Discipline. Disciplined members are an important part of the PLI. There will be three levels of punishment. Verbal reprimands may be given by any BCC representative. Written reprimands may be given by any BCC representative or Team Captain and will be placed in the defendant member or teams PLI file maintained by PLI HQ. The Defendant may elect to place an explanation or denial in their file with the written reprimand. Serious breaches of conduct shall be dealt with by disciplinary hearing as outline in section 5(A) or ECs Mast. Minor infractions by members or member teams may be dealt with by any BCC representative by verbal reprimand. These need not be reported to PLI HQ. More serious infractions such as multiple safety violations, repeated violations of the PLI protocols, or failure to heed two verbal warnings may result in a written reprimand. Three written reprimands against any one player (or team) in a two year period will result in a Disciplinary Hearing. If a violation of the zero tolerance rules, cheating, breach of conduct, or a gross violation of the PLI Protocols that is serious enough that the BCC Representative believes it warrants immediate removal of a member or member team from an event, or any criminal act occurs, it will be brought to the attention of the PLI Event Commander who will make a final determination on the member or member teams status at that event. The EC should also be notified as soon as possible and an initial report from the Field Commander should be submitted to PLI HQ within seventy-two hours of the conclusion of the event. In the event any member or team is removed from an event or any criminal act occurs, a disciplinary hearing must be held. When a disciplinary hearing is held the following guidelines will be strictly adhered to: A. The complainant shall submit a written report detailing the charges against the member to include the time, date, location, specifics of the incident, and witnesses to the incident. A complainant need not be a member of the PLI. B. The defendant shall be presented a copy of the accusation report and will have not less than seven days and not more than fourteen days to submit a defense report to include the time, date, location, specifics of the incident, and witnesses to testify on the defendant's behalf. Extensions to this period may only be granted by the EC for exigent circumstances with BCC approval. The BCC will hold an online or face to face meeting. The complainant, and his BCC representative (if any) shall present their accusations if full detail to include presentation and questioning of any witnesses to the incident. The defendant and his BCC Representative shall present a defense and may present their own witnesses as well as question the witnesses of the complainant. Once each side has rested the complainant or his BCC Representative (if any) shall have not more than five minutes to form a summary argument. The defendant or his BCC Representative shall have not more than five minutes to present a summary argument. The jury will be made up of the remaining members of the BCC. In the event any member of the BCC is involved in the incident, accused, a witness for the complainant or defense, or has any conflict of interest, the member team shall designate an Acting BCC rep to sit in his stead. The jury shall decide the guilt or innocence and the punishment (if any). A 3/4 vote of the BCC members sitting as jurors to convict will result in a guilty verdict. The EC shall serve as a neutral and detached judge. In the event the accused comes from the team of the EC, an Acting EC will be appointed from the next team in the command rotation. In the event the EC stands accused, the next team in the organizational command rotation shall choose an Acting EC to preside over the case. General courtroom demeanor shall be maintained at all times. The BCC shall present their findings to the EC. The EC will then announce the verdict and punishment. The disciplinary meeting must take place within 28 days of the initial incident requiring disciplinary action. In the event the defendant admits his or her actions and wishes to plead guilty to the charges as written, and said charges would not be generally seen as warranting removal from the unit, they may request an ECs Mast. In this instance the EC serves as judge and jury and may deliver whatever sentence is appropriate after conducting an investigation. The defendant is entitled to a copy of the relevant documents pertaining to the ECs decision at their request. There is no appeal to an ECs Mast. Results from disciplinary hearings and ECs Masts will be posted on the PLI Forum. The member and complainants name will be kept confidential. The PLI will not cover up its mistakes. Publication of these events shall include the complaint, date of the incident, incident number, charges, defendants plea, findings, sentence, and recommended preventions. Section 6. Punishment. If found guilty, a member or member team may be disciplined by written censure, suspension from PLI activities for up to one year, or dismissal from the unit. Any unit dismissed from the PLI may not rejoin for a period of five years and loses all rights inherent to membership including the wearing of the PLI patch, flying of the PLI flag, or association with any PLI activities. PLI logo items will be returned to PLI HQ that will remit their purchase price, less the value of any damage to said logo items, back to the former member team. Failure to surrender PLI logo items may result in civil action. The PLI maintains proprietary ownership of ALL PLI logo merchandise issued from the Brigade Stores. Article VIII. Drug, Alcohol, Code of Conduct Policy Section 1. Zero Tolerance Policy. The PLI adheres to a strict zero tolerance for the use, intended use, possession, transportation, or distribution of any illegal substances. Violations of this policy will result in immediate removal from the event, immediate (within 24 hours) Disciplinary Hearing, and notification to the appropriate law enforcement agency for conferring of charges. Section 2. Intoxication by Members. Members of the PLI are strongly encouraged not to drink any alcoholic beverages during unit events, this particularly applies to members serving as officers or non-commissioned officers. No alcoholic beverages will be carried onto the field of battle or staging areas of the event. Alcohol should be confined to the PLI permanent camp, parking areas, or designated locations. In the event a member chooses to drink they will not be allowed to drive their vehicle off site or participate in the event until cleared by the event commander. Any member who becomes intoxicated will be subject to immediate removal from the event and Disciplinary hearing. Violations of the law will be reported to appropriate law enforcement agencies. Section 3. Drinking by Underage Members. PLI members who are under the legal drinking age are not allowed to drink alcohol at unit events. Violation shall result in immediate dismissal from the event, notification to parent or guardian, and Disciplinary hearing and notification to appropriate law enforcement agency for conferring of charges if necessary. Section 4. Interaction with Other Units and the Code of Conduct. In the event the PLI interacts with any other unit at non-PLI hosted event, members are expected to display appropriate decorum and abide by the PLI policy. Violations of the event rules, or any violation that the member feels constitutes a safety issue, shall be reported immediately to the Event Commander. The event commander shall do all that is necessary to insure the safety of members up to and including withdrawal of the PLI from an event. In the event another non-PLI unit falls in under PLI leadership for an event, the PLI event leader will inform them verbally of the PLI code of conduct. Non-member teams must agree to abide by this code of conduct, or the PLI Event Leader will request they be reassigned. The PLI code of conduct used will be that which currently appears on the PLI web site. Section 5. Enforcement. All members of the PLI are responsible for enforcing the drug and alcohol policy and code of conduct. Violations should be immediately reported to the EC and Event Commander who will take immediate action on the violation in accordance with the By-Laws and General Orders. Article IX. Modification of Articles Section 1. Submission. With the majority (51%) approval of the BCC, these articles may be modified or deleted, and/or new articles added. Proposed amendments may be submitted by any member of the BCC, or individual member through their BCC representative. The proposed modifications shall be submitted to the EC or his designee for publication a minimum of thirty days prior to debate and vote at any subsequent unit meeting. Section 2. Publication and Effective Date. The EC or his designee shall publish the results of the vote in the Brigade returns after the official voting has been tallied. Amendments shall become effective upon the majority vote. Section 3. Filing. A numerical listing of all changes shall be filed after Article IX including the actual wording of the article(s) modified, added, or deleted. Section 4. Substantial Change. In the event of changes which substantially change the character or organizational structure of these Articles, the By-Laws in its entirety shall be redrafted and ratified upon the affirmative vote of 2/3 of the BCC. Play within the prescribed game format, faithfully executing all missions, rules, and protocols required to complete the mission. 3 .Obey all local safety rules and those of the unit. 4. Do not tolerate cheaters in any way, at any time, for any reason. Each member must understand that any confirmed instance of cheating or unsportsmanlike conduct is grounds for dismissal from the event and will be reviewed by the board of directors for court-martial and dismissal. 5. Promote the sport by encouraging and helping new players. 6. Refrain from the use of profanity both on and off the field. 7. Obey the golden rule do unto the other team as we would have them do unto us. 8. Avoid close shots by offering the opportunity to surrender 9. Observe strict safety guidelines and recognize that safety must be inherent in the sport for it to grow and continue. 10. Winning will always be treated as secondary to the enjoyment of the sport, unit comraderie, exercise, teamwork, and improvement of personal skills. 11. Obey all camp rules of safety when in camp. 12. Alcohol and illegal drugs are forbidden and grounds for dismissal from the event and court martial from the unit. 13. Always treat you paintball gun as if it is loaded. 14. Follow orders and assignments to the best of your ability within the confinements of the rules of the scenario. 15. Endeavour to represent the 1st PLI, the sport, and the event in the best possible manner. By Order of the Executive Coordinator General Order 3 (10-1-1998) Meeting Agendas 1. Team BCC representatives shall be responsible for insuring their members have learned and can apply all required PLI protocols. 2. Serious deficiencies may result in additional disciplinary actions. By Order of the Executive Coordinator General Order 5 (12-03-1998) Pass Muster 1. BCC representatives are encouraged to perform Pass Muster tests of their troops. These should include basic required PLI protocols. The purpose of the pass muster is to insure PLI units can properly coordinate in the field and NOT to exclude members from the unit. Pass Muster guidelines are available from PLI HQ. By Order of the Executive Coordinator General Order 6 (12-28-1999) Application Fee 1. The Team membership application fee is a non-refundable administrative charge to new teams desiring membership in the PLI. It is used to offset the cost of issued training materials and a subscription to all company returns and publications for twelve months. 2. Current Membership Application Fee is broken down as follows: $5 per team member includes unit patch. Teams must have five members to receive a vote on the BCC. 3. Options: A. The BCC may vote to purchase equipment specifically for the PLI. For the purposes of purchasing equipment for the PLI, special assessments may be made to all member teams. The amount of this assessment will then be added to the initial registration fees for new teams. Special assessments shall only be made for specific equipment as voted on by the BCC and shall be for exact amounts. 2. Funds collected in a special assessment in excess of the amount used for the purchase and shipping of the item(s) shall be reported to the membership in the company returns and placed into the PLI Operations budget. This audit should be completed by the 20th of each month. The PLI shall maintain the environment appropriate to the event in which it participates. General rules of military decorum shall be maintained at all times. The PLI will not act outside the boundaries set by the game coordinator. By Order of the Executive Coordinator General Order 12 (12-10-1998) Safety Regulations (Camp and Field) There are, of course, many basic rules that we should adhere to if we are to be responsible campers. This list is by no means comprehensive, but includes some basic tips that are easy to follow and very important. If you aren't sure how something you are doing is going to impact the park, don't do it until you can ask the park ranger. 1. Always clean up your garbage. Do not leave it out for animals to eat; it can be harmful to the animals. 2. Don't feed wild animals. You probably don't know what their nutritive requirements are, and if they fill up on junk from you, they might not get enough of the stuff they do need that they can find for themselves, and become malnutritioned. Also, if you establish a pattern by which animals view humans and campgrounds as a source of food, you might endanger the parks for other users. Animals may become aggressive if they come looking for food. campsites as a source of food, you are endangering other campers. 1. Don't approach wild animals. If they are aggressive and attack you, it is obviously not good for you. It is also not good for an animal; it isn't fair to see wild animals destroyed for being dangerous because they are provoked by humans. 2. Watch your fires. Make sure they are completely extinguished before sleeping and leaving the site. Douse the coals with enough water to reach the bottom. 3. Don't have a fire just for the sake of a fire; only build them for warmth and cooking. Many businesses selling firewood get it by cutting down trees (rather than using scrap). Whenever possible, buy your wood from a place that sells scrap, e.g. 2x4 end pieces, deadwood, etc. 4. Don't smoke when walking in a forest woodland during the fire season. During very dry seasons, it can take very little to start a forest fire, and a careless gesture could cause a great deal of damage. It is an offense to drop or throw unextinguished smoking material in or within 300m of a forest or woodland (Ontario Tour Guide 1998, 392). 5. When hiking or cycling, stick to the trails. You could disturb the natural habitat and disrupt animals' homes by leaving the path. 6. Avoid using boots or tires with heavy treads. Even though you may stick to the path, deep treads with lift up lots of dirt, eroding the path and causing damage. 7. Don't pick plants just because you like them. Even by taking deadfall or rocks, you could be disturbing the natural habitat. Enjoy beautiful things in nature where you see them, and don't try to take them with you. General Order 13 (12-10-1998) Conduct Standards 1. All members must be free of attitudes or actions of racial, religious, or political extremes and must present himself with the highest standards of self-control, fair play, and honorable citizenship. Lying, cheating, and inappropriate behavior, including substance abuse, will not be tolerated. In addition, it is strongly stated that the purpose of this unit is not to provide a forum for furthering personal causes or undermining the Government or institutions of the United States of America. Our purpose is to play a game in a self- imposed military environment. 2. In addition, every member is expected to exhibit self-sufficiency, self-control, appropriate social behavior, and take responsibility for their own actions. They are expected to be Paintball Ambassadors to other players and civilians. By Order of the Executive Coordinator General Order 14 (12-10-1998) Deportment 1. Proper military deportment is nothing more than the military way of performing courtesies required from a well-bred man in civilian life and a punctual performance of them is as much to his credit as the observance of the ordinary rules of common politeness. 2. Remain "in character" while in the field at PLI events. (If you are an Orc, be an orc! If you are a Colonel, act like it! Be the part!) 3. The EC, BCC, and Staff not serving as officers or NCO's in the field are not in the chain of command and should be addressed at the rank they are portraying. 4. Do not talk while at attention in ranks. 5. BE A SOLDIER, GANGSTER, ELF, ORC or whatever! By Order of the Executive Coordinator General Order 15 (12-10-1998) General Regulations For PLI Campaign Camps This is only at PLI Campaign style events, NOT PLI Protocol Events or normal scenario games. 1. No civilians in military camps from 2200 to 0700. 2. Lights shall be out and noise kept to a minimum from 2330 to Reveille. 3. Loud foul language shall not be permitted. 4. Camps should be maintained in a neat manner. 5. Tentage should be some form of US Army tent, preferably the US Army Pup tent that is commercially available as surplus and is very cheap. 6. Tents should be Olive Drab or Tan in Color. 7. Vehicles shall remain in camp for loading and unloading only. 8. The camp area shall remain free of trash and garbage at all times. 9. Uniforms should be worn in a military manner. 10. Team Banners may be displayed tastefully on a guidon pole at the tent of the team's BCC Representative. 11. Bandannas and other gear marked with team or company logo should not be worn at PLI events by members. 12. No alcohol on the field of battle or staging area of the event. Alcohol abuse or infractions will be dealt with quickly and severely. By Order of the Executive Coordinator General Order 16 (12-10-1998) General Safety Regulations 1. Members shall be safety conscious at all times. 2. It is the primary duty of members to prevent safety violations. 3. Officers and NCO's shall take immediate action on safety violations. 4. All fires will be treated with respect and shall not be permitted in high wind conditions. Extreme care shall be taken to ensure that fires do not get out of control. 5. Fire Pits shall not be dug deeper than 8 inches. Sod and topsoil must be replaced prior to leaving the event. 6. Always wear flame resistant clothing around fires. 7. Fireworks are prohibited in camp or at events (except specific pyrotechnic for use by the event personnel or requested to bring by event personnel). 8. Edged tools and knives shall be handled with care at all time and will at NO TIME be brandished as a weapon. 9. Alcohol is not permitted on the field or staging area. Underage members and civilians will NOT be allowed to drink at PLI events. 10. If any member has drunk alcohol, they will not be allowed to drive. A designated driver must be appointed! 11. Illegal drugs will result in a court martial from the unit and notification to appropriate law enforcement agencies. 12. Roughhousing in camp is prohibited. 13. Fighting shall not be tolerated and is grounds for court martial. 14. Children and the general public will be supervised in camp at all times. 15. No pets in camp. 16. Extreme care shall be taken when driving vehicles in camp areas. 17. Orders that do not violate the law, PLI policies, or personal safety or conscience are expected to be followed. Illegal or questionable orders should be reported to the event staff. 18. Hand to Hand combat on the field will be avoided. 19. Always treat your marker as if it were a loaded real weapon unless on the field playing a game. By Order of the Executive Coordinator General Order 17 (12-20-1998) Weapon Safety 1. Always treat your paintball gun as if it were a loaded real weapon unless actively engaged in a paintball game. 2. Never place anything in the barrel except proper tools. 3. Never fire any frozen or altered paintballs or projectiles. 4. Never point the weapon at anyone unless actively engaged on the field. 5. Never lean over the muzzle of a loaded weapon. 6. Never leave a loaded weapon unattended. 7. Never allow a civilian control of a loaded weapon without immediate supervision. 8. Always maintain control of your weapon. 9. Always use a barrel plug in addition to any safety system your gun may have. 10. Never discharge your weapon except in approved areas. 11. Weapons must be maintained, clean, free of defects, and safely operable. 12. Knives shall be left in camp. 13. Goggles will ALWAYS be worn when the barrel plug is out of a weapon, even for maintenance. 14.Goggles will always be worn while firing a weapon. By Order of the Executive Coordinator General Order 18 (12-20-1998) Minimum Equipment All members must report for duty at PLI events with the following minimum list of equipment. This is by no means a comprehensive list of equipment and members are encouraged to acquire all equipment possible. This equipment MAY be issued by the event or owned by the member. 1. 1 Functional Paintball Gun and accouterments. 2. 1 set of Goggles in good condition with no cracks or noticeable defects. 3. 1 full face mask that covers the nose, mouth, and cheeks of the player. 4. 1 Barrel Plug. 5. Uniform (Preferred in AdvantageŠ Camouflage or similar hunter type camouflage). 6. PLI or military style T-shirt. 7. Hat in matching camouflage (Patrol Cap, Marine Cover, Black Beret, Boonie hat, or other Military style headgear) 8. Load bearing equipment. 9. Paintballs. 2. Members are expected to own each of the above including Barrel Plug, Goggles, and Face mask. By Order of the Executive Coordinator General Order 19 (12-24-1998) Uniform Standards 1. For the purpose of easy identification, making counting of personnel by the enemy difficult, non-military misidentification, and military appearance, all PLI members should try to wear AdvantageŠ or similar camouflage. These are available commercially for about $70. Other styles and similar camouflage types are acceptable, but members should strive to purchase Advantage uniforms as soon as possible. 2. At PLI events, T-shirts should be either tan PLI T-shirts or military green or brown. Loud logo T-shirts should not be worn as they take away from the no sponsor environment and image the PLI wishes to represent. 3. Boots or high top black or brown hiking type shoes. Bear in mind that most paintball injuries are twisted ankles. Boots are preferred! By Order of the Executive Coordinator General Order 20 (08-17-1999) Preferred PLI Uniform This is not required, but is recommended. 1. The standardized and preferred PLI uniform shall consist of AdvantageŠ Battle Dress Utilities, AdvantageŠ Cover (hat), and Boots. 2. The PLI patch will be placed one inch below the shoulder seam of the left (as worn) arm. 3. The PLI or home team patch shall be placed one inch below the shoulder seam of the right (as worn) arm. This is at the discretion of the member. 4. 1st PLI Name tape may be worn over the left pocket. Tape should be sewn on so the edges of the tape meet the edges of the pocket. Tape should be olive drab with black letters. 5. Name tape may be worn over the right pocket with either the last name or nickname of the member. Tape should be sewn so the edges of the tape meet the edges of the pocket. 6. EARNED military badges may be worn in the appropriate areas. Out of respect to members of the armed forces who have taken the time and shed the blood to earn these badges, PLI members who have not been officially awarded these patches by the service shall not assume the privilege of wearing them. 7. PLI issued tabs may be worn above the PLI patch on the left shoulder. 8. Other patches and awards may be worn on a patch vest. 9. Metal rank tabs should be worn on the collars of the BDU jacket and centered on the cover. 10. Tier slashes shall be worn in accordance with the general order on Tiers. By Order of the Executive Coordinator General Order 21 01/01/2000 Detachments 1. To assist in unit coordination, the Detachment is formed. 2. A Detachment shall be defined as those PLI member units in a particular geographic area (typically a state or major metropolitan center). 3. There may be more than one Detachment within a State if approved and deemed necessary by the EC. 4. The BCC Representatives from the geographic region represented will vote on the commander of their respective detachments. 5. The Detachment Commanders duties are further explained in General Order 22. 6. Detachment may adopt unit nicknames (in good taste) based on their geographic area. The EC may not allow certain names considered in poor taste. They may adopt unit guidons based on these nicknames and use them to represent them to the public. They must maintain their PLI Designation (1st Texas Detachment, 1st PLI)For Example: a. Miami Detachment "The Beach Bums" 1st PLI b. 1st Texas Detachment "Lone Star Paintballers" 1st PLI c. 1st New York Detachment "Bad Boys" 1st PLI (These names are used as examples only and are not currently in use by these units.) 7. This is to establish individual identities for PLI units to enhance cohesion, and add to esprit de corps for the entire unit. By Order of the Executive Coordinator General Order 22 Detachment Commanders 12/31/1999 1. To assist in the recruiting of new teams throughout the United States, the position of Detachment Commander is established. 2. The Detachment Commander (DC) is elected by a majority vote of the BCC Representatives of the units represented. In most cases this will be a state. In states with major metropolitan centers, additional DC's may be appointed at the EC's discretion. 3. The DC exists to assist the EC in planning national events located within the DC's Area of Responsibility, recruit new teams into the PLI, and to assist local PLI units in planning state level PLI events, and PLI Protocol Events. 4. The DC has no official vote on the Battalion Captains' Council, nor do they hold a PLI Staff position as defined in the Unit By-Laws. 5. The DC may serve in any position at any PLI event and is not restricted from command of PLI field events. 6. The DC may or may not be a BCC representative. 7. DC's shall receive no salary and are considered volunteers. 8. The EC shall be responsible for further defining duties of the DC as they become apparent. By Order of the Executive Coordinator General Order 23 Color Streamers 05/01/2000 1. Battle Streamers are hereby authorized for use on the PLI Colors for events attended by PLI teams. Banners will be 2 wide by 24 long. Lettering will be 1. Colors will be as follows: -Light Blue for PLI Protocol Events -Dark Blue For Law Enforcement Related Events -Dark Green for Military Related Events -Red for PLI National Events Additional colors may be authorized by PLI HQ. One Black mourning streamer will be maintained by PLI HQ for units participating in an event after the death of a member of the paintball community. Use of this banner will require PLI HQ approval.
